Eva Annette

Eva Annette - UNFSU

Eva Annette, from France, Legal Officer in UNFICYP, has extensive experience in several UN missions, including ONUCI, UNLB, UNIOGBIS, MINUSMA, and UNFICYP. Before joining the UN Secretariat in 2008, she has worked with UNDP, the French Ministry of Foreign Affairs, the French Trade Commission in Venezuela, the Cooperation and Culture Department at the French Embassy in South Africa and the French Ministry of Justice, the Tribunal de Grande Instance in Reunion Island.

From August 2017 to September 2019, she served as a UNFSU Vice-President and the Chairperson for MINUSMA, from mid 2014 until august 2017 and 2021 to 2023. She is currently UNFICYP/OSASG-Cyprus Committee’s Chairperson and is active in the Working Group dealing with the Administration of Justice.

Perseverant, constructive and solution oriented, her legal expertise and analytical skills have been valuable in addressing staff matters with UNFSU at all levels, including as a Legal Adviser and Chairperson. She handles workplace issues, working conditions, and has served as a certified investigator on UN workplace dispute panels.

Eva has been active and outspoken. She is dedicated to promoting diversity and tackling discrimination. She contributed to key policy revisions like ST/SGB/2019/8, the new work modalities of FWA/AWA and Parental Leave, among others. She also collaborated and provided feedback to the offices of Administration of Justice and the Ombudsman, on the way to provide information to staff about their rights and entitlements and the administration of justice in the United nations.

Eva is a single mother of a 16-year-old son.

Mohammed Helal

Mohammed has been a dedicated staff advocate since 2003, with extensive field experience across the United Nations. His early engagement with the UNFSU uniquely positioned him to understand the challenges faced by field personnel and the union alike. Since 2009, he has actively supported union reforms, earning recognition for his passionate and selfless advocacy on behalf of staff rights.

Currently serving as an Administrative Officer and a member of the UNFSU Council—having first joined in 2013—Mohammed also held the role of UNFSU Vice-President from 2017 to 2019 and participated in the SMC Contact Group. He began his UN career in 1999 within the FS category in CITS before advancing through Logistics, Mission Support Planning, and Protocol. In 2007, he assumed the position of Administrative Officer in the P category, contributing to numerous political and peacekeeping missions in Western Sahara, DR Congo, Sudan, Darfur, and Somalia.

Mohammed holds a B.Sc. in Industrial Engineering, with broad expertise spanning IT, planning, logistics, administration, human resources, protocol, and staff-management relations. He is committed to the belief that field staff, who sacrifice personal and family well-being in challenging circumstances, deserve the highest respect and care from the Organization. He advocates for comprehensive support for staff and their families, encapsulated in his guiding philosophy: “It is not what staff cost; it is what they are worth.”

His deep understanding of regulations and rules, combined with strong analytical skills, enable him to present compelling arguments. As Vice-President and throughout his tenure, Mohammed has authored numerous analytical papers for staff-management consultations and has contributed meaningfully to various staff achievements.

Among his notable accomplishments are the integration of weekends with rest and recuperation, restoration of fair education grant boarding assistance eligibility criteria, and the introduction of a new allowance for staff at designated family duty stations with hardship levels D and E when families are not installed.

A native Arabic speaker fluent in English and French, Mohammed is 59 years old, married, and the father of a 17-year-old son and a 13-year-old daughter.

Céline Rehring

Céline Rehring - UNFSU

(for Vice-President)

Céline Rehring from Germany is a Human Rights Officer with MONUSCO, experienced in hardship UN field missions since her start as a UN Volunteer in 2015. She has served with MINUSCA, MINUSMA, and MONUSCO, and previously worked for EUCAP Sahel Mali, the European Commission, the European Parliament, and GIZ (German Agency for Internationl Cooperation). She also served as a Lawyer, Prosecutor, and Judge in training in Germany.

Céline holds three master’s degrees in law (Mag. Iur., LL.M., 1st State Exam), a master’s degree in European Studies and International Relations (M.A.E.I.S.) from universities in Germany, France, and the European Institute/CIFE and is a qualified magistrate (2nd State Exam) in Germany.

Known for her motivation, communication, and perseverance, Céline brings a deep understanding of staff concerns, interagency dynamics, and the challenges of field life, including those faced by women in the field. She is skilled in negotiation, mediation, and conflict resolution, and is recognized for being approachable, solution-oriented, and impartial.

Céline is a strong advocate for fairness, transparency, gender equality, family-friendly policies, adequate medical care, and workplace flexibility. She has been an active and outspoken voice for staff wellbeing and rights across the missions she has served.

Céline is married and the proud mother of a five-year-old son and a three-year-old daughter.
