Career Development, Performance Management, Staff Selection and Mobility

Elements of talent management are deeply interdependent — from performance management and career development to staff selection and mobility, both lateral and upward. We will dedicate time and effort to strengthening these pillars, as they are fundamental to fair and sustainable career progression.

Career development must be a central part of reforms, because motivated staff are more productive and deliver better results. We will advocate for mobility opportunities, at a minimum through local mobility schemes within and across missions, in parallel with mobility within the Secretariat and Inter-Agency mobility, to allow staff to broaden experience and grow professionally without being limited by location. We shall work with Management on an integrated approach to staff selection and mobility. We intend to focus on enhancing the Staff Selection system not only for a more transparent and better career advancement, but also as a natural facilitator of mobility.

The recent revocation of the roster membership retroactively, has served a blow to the trust in the commitment of the organization to career development. It is a setback that we shall address and endeavor to correct, especially in the context of the current developments.

One of our key priorities will be to address the FS-to-P path, a pressing necessity for the career development of many highly qualified Field Service colleagues. Too many capable and experienced staff remain blocked from progressing despite years of commitment and proven performance. We will strongly pursue practical and equitable solutions to unclog this path and ensure that talent, experience, and dedication — not contract type, gender, or national origin — define opportunity.

Finally, we will champion greater transparency in recruitment and a fairer balance in gender and country representation. True talent management rewards merit, nurtures ambition, and ensures that staff are empowered to grow, contribute, and succeed throughout their careers.
