Delegation of Authority and Accountability
Delegating authority over HR matters has resulted in a fragmented human resources structure, inconsistent policy interpretations and subjected the staff to the possible abuse of authority at the local level.
The current accountability framework, especially policies on the abuse of authority and discrimination as well as the system of Internal Justice do not provide for adequate preventive and post-facto measures to curtail the possibility of breaching staff rights or ensure timely recourse when needed.
We shall pursue the reinforcement of accountability in view of the Delegation of Authority over HR matters with a clear vision to preventing to the extent possible the potential misuse of this delegation.
